Amendment No. 1 was offered  by Representatives Kott and James:

	Insert new material to read:                                                  
	"WHEREAS Senator Frank Murkowski, United States Senator for                 
Alaska, has introduced S. 2253, Rails to Resources Act of 2000, to             
establish a joint United States-Canada commission to study the                 
feasibility of connecting the rail system in Alaska to the continental         
rail system of North America; and"                                             
                                                                               
Representative Kott moved and asked unanimous consent that                     
Amendment No. 1 be adopted.  There being no objection, it was so

am H be considered engrossed, advanced to third reading and placed             
on final passage.  There being no objection, it was so ordered.
